The refusal letter continue to say the following:

If you wish to become a british citizen, a fresh application will be required. It’s open to you to re-apply at any time but you may wish to note that an application made before 22 Feb 2020 is unlikely to be successful.

I understand the solution to that is made a fresh application rather than appealing.
