I'm sorry to say that you must submit your request for a review within 28 days of the date of the original decision letter

I can only advise you to contact Home Office with some sort of proof that shows the date of recieving documents.

May be some senior member can give u a better way out

At the end of October we were making decisions on 70% of applications in 5 working days and 88% of applications in 15 working days.

They are right

Accd. to Home Office, "Our service standard is that 50% of new applications should be decided within 5 weeks of receipt at our payment handling service and 90% within 14 weeks"

Now a days, they are taking between 2 to 4 weeks, could be delayed if they seek verification

i do have my degree certificate but just got overcautious - thats why send my transcript as well
