The EC processing takes from 3 - 6 weeks these days. In my case it took exactly 30 days to get EC from Islamabad. 5 working day time is for those cases where no verification is required. All HSMP applications go through verification process that may invovle your bank, employer, HEC etc.

Researcher, Protector stamp is only required when you have work permit or H1B visa as it give you so called protection against the work you secured in the Foreign country . The EC approval time varies from case to case. The EC approval may take from 3-6 weeks. The people who have applied in the third week of April are still waiting for EC approval.
