I'm not sure...but I think it is the date when your application (including supporting documents and stamped biometric) reaches the visa application center.

Thanks sapvish. Just to be on the safer side, I've postponed my wife's biometric appointment to 3 weeks later so in time to get my case approved. It seems I cannot get any refund if biometric is taken. I'm going to send documents Tuesday next week - hopefully I should get the result in 3 weeks ...
