I don't think you can ask to the HO who is your case worker, and surely they not gonna tell you who dealing with ...

Home office still issuing Certificate of Application. (In an earlier post someone quoted Home office stopped issuing Certificate of Application)
I applied end of November 2010 and received COA first week of Jan 2011.
