Yes, your hubby needs to enrol his biometrics again, the invitation letter will get you in 1 or 2 months. They need proof it's the same person who applied 2 year ago. I had to take my biometrics twice as well.

I'm in the same boat!! Sent application the 10th, they got it next day but still waiting for their confirmation letter. Hopefully is not lost but gathering dust on someones desk.
