While it has always been UKVI policy to issue partial refunds where a new in-country application overlaps existing leave for which IHS has been paid by more than six months, this policy has never been published anywhere formally.
It is now included in this new caseworker guidance about the IHS published yesterday on 19 April 2024, specifically pages 25-27, “Overlapping periods of temporary immigration permission”:

The provision is still not included on the relevant gov.uk page for the general public about who is eligible for full or partial refunds, but at least it is now published somewhere, and can be cited if a refund is not forthcoming.
