Just a quick question -
For naturalisation can I list as a referee (non-professional) a UK citizen who has recently moved to live outside of UK? She previously lived in UK where we have met.

Yes as long as they are over 25 years of age and provides their contact information. Make sure that your referee completes the referee page, not you.
