Housing Benefit Debt and British Citizenship?

Hello,
my friend asked me to research if she can apply for BC having £7K debt in Housing payments and benefit.
She is EU national living in the UK for 12 years and working.
She has children and they live in a council flat.

How do you think how this debt influence her application?
Should she wait until she repaid it?
And will it still has any impact on her future application?

Does she hold a Permanent Residency document?
What is this housing benefit debt and why - was there a court order?
Recommend your friend joins the forum as this will make it easier for her to provide details and get feedback from the members.

No she doesn't have any court order, there is repayment arrangement or agreement.. I don't know the exact name of it.
I tell her to register here at the website, but I am not sure if she will do it at the moment.
She doesn't even apply for PR yet, she asks if it worth doing at all.

I believe she would be fine from my experience, as long as she has got a plan in place, she would be absolutely fine, had no issues with mine.
