Changing Country of Birth..

One of my friend (who is British Citizen Now) asked me if it is possible to change the country of birth in the passport?
She claimed asylum as Romanian national however she actually was born in Ukraine.
Is it possible?
what are the implications?

Am surprised Romanians can claim asylum unless it is a very old case.
Then, one can be Romanian national born in Ukraine, as can be Romanian national born in the UK or any other country. So why would it be the problem? Unless she is Ukrainian actually, not Romanian...
And borders moved after WWII and Romania lost its north-eastern territories to Soviet Union (now Ukraine and Moldova). Was she born before WWII?
