March 2010: UK Work Visa was issued as Intra Company Transfer.
April 2010: Arrived in UK.
April 2013: Appointment at UKBA office in Sheffield in April 2013 for Tier 2 ICT Visa renewal / extension.

For April 2013 Visa appointment, passed PEARSON PTE Academic exam for English Language.

Since English Language requirement was successfully proven and accepted for a previous Tier 2 ICT Visa Application from within the UK, does he have to prove it again if and when he wishes to apply for indefinite leave to remain.

You proved your language requirement before but it will be accepted only if that test is still recognised by HO. I do not see it on list though: https://www.gov.uk/government/publicati ... uage-tests
For settlement, you can use a B1 level qualification that’s run out if both of the following are true:

1. it’s on the current list of recognised tests
2. it was accepted for another UK immigration application, eg when you got permission to enter

All applications after November 2015 only trinity college SELT or IELTS SELT is approved. I had recent IELTS taken in 2013 and used in previous application but transitional provisions lapsed after Nov 2015.

Now unless you have SELT number of IELTS / trinity exam (a1/b1) you do not meet koll requirement.
