flr(m) application refuse... plz urgent help???

hi my wife visa refuse because we provide naric letter that show that my wife degree is equlaent uk bechular degree. that way she exempt ESOL req.but home office refused that NARIC eccept that but ukba sayes that your degree not professional degree they give not proper answer.ill ring ukba and explain every thing.they say send application again reconsderation..because thay dont give any right of appeal.my wife got stell valid visa psw dependent tell dec2012.
any body help that ill send my wife case again are wait my desion coz ill stell not recived my passport back ill send set(o) lond resedence 10 year bace.
should ill wait when my VISA APPROVE THAE i can send new application my wife case with ESOL certificate.and new fees.???
