Can both spouses apply permit on seperate EEA(QP) forms.

A friend of mine. working with me and his wife is also working. they have one child. (all Norwegians)
They are making online application. the husband is shown as QP while wife application can only be added as spouse.
Can the wife apply separate as QP via another online account as QP form has not many questions to ask
?
