Apprenticeship and No Recourse to Public Funds

Can someone on a care dependent visa with no recourse to public funds do an apprenticeship. Does apprenticeship fall under public funds?

Apprenticeships do not usually involve public funds. It will depend on the type and what is paid from what source.
