Are flight tickets required for Visit visa application

Dear Gurus,

I am planning to apply a visit visa for my parents. do we need flight tickets booked before applying or are the dates enough.

Tickets not required. In fact HO clearly states NOT to book flights until you know the outcome of a visa application.

Thanks Char, appreciate it. My friend recently spent money getting dummy tickets from a shady travel agency so I wanted to be sure they are not required.
