what are classed as engineer with professional qualifications?

I am doing my passport first time and my friend who can help confirm my identity is a process engineer, and I am not 100% sure he qualifies as an 'engineer with professional qualifications' if anyone can help, that would be great, thanks.

As we understand it in the UK. as professionally qualified engineer/accountant/architect/... is someone who is a member of a professional body, for which they needed to take that body's examinations and are authorised to use the relevant letters after their name, such as FCA, ACMA, for example. I have been through such a process. Of course many working people are professionals but they are not necessarily professionally qualified.

so a process engineer does not fit the criteria? this is all very confusing

You need to ask your friend if they are chartered with a professional organisation or not, they will know. Having "engineer" in your job title or a degree in engineering isn't the same as being a professionally qualified engineer.
