No. The child needs to be living in the UK.Can I claim Child Benefits for him?

Living in the European Economic Area (EEA) and Switzerland
You might get Child Benefit for children living with you within the EEA or Switzerland if you’re eligible to keep paying National Insurance in the UK and you’re employed or self-employed.
If you and your partner live in different countries you may qualify for Child Benefit or its equivalent in both. The country the child lives in will usually pay the benefit. If the benefit is more in the other country, that country will pay you extra.
Iraq does not have an agreement with the UK either-

You may be able to get Child Benefit if you’re living in:
Barbados
Bosnia and Herzegovina
Canada
the Channel Islands

It's you who are confused. Read the quotes again. You're confused. AS you yourself quote, that is about when YOU are living abroad, and claiming CB. The question was about the CHILD living abroad and the parent working and living in the UK
