The acid test is whether it appears on the Ofqual website as an ESOL qualification (taken in UK) at Entry 3 level or above (= B1 CEFR).

From what I can make out it was taken in UK, it is at 'Level 2' (ie higher than Entry 3) but it does not appear to be an ESOL English (speaking & listening) qualification.

Unless you have information to clarify it is an ESOL qualification I do not think it will be accepted for naturalisation under present rules.

What a shame....I will call home office again anyway.
The pain is that before i passed level 1 and 2, i did pass entry 3 which had definately speaking and listening in it....the problem is i cant find it....

The Entry 3 ESOL S&L will do if you can find it.

Can you try contacting the college where you took the exam, or even try the issuing exam board for a replacement copy.

Note: You would need this before November 2015 when the rules change again.

funny thing is that i rang homeoffice recently and they said my qualifications are ok as long as i can find them on ofqual register and ESOL module is not that much required.
what do you think ?

I think it's risky - the proof of English requirements are very clear: ESOL speaking & listening is required.

Qualifications that won’t be accepted
GCSE and A-Level certificates or any other qualifications below B1 level won’t be accepted.
