The front of the form does state to complete the sections of the form that applies to you. It may be the case that only those people will be asked to provide centre of life info who have not previously been issued a residence card.
Since the centre of life requirement is not lawful in EU, they may remove it from the form like the requirement to be a qualified person on return to UK. If this is not the case then Surinder Singh route applicants will not be treated equally to EU nationals and their family members when applying for status under the scheme.
Well, they have already excluded us from online application system. Then introduced a phone assessment phase for paper form, and waiting time of 3-4 weeks for the form. We have not been treated equally so far.
Hopefully we will get the form in next few days and see what we need to submit with the application.

I can confirm that centre of life questions are included on the form, so I guess it is a requirement that must be met unless applicants are subject to transitional arrangements.

Take a deep breath guys! you do not need to prove again info on anything abroad, they just want info on your five years In the UK. the form tells you to skip all the proof etc of living abroad and pretty much focuses on your five years in the UK If you already have a residence document. Cheers and good luck

Can you upload the page where it says that? I think it only says that if you have been issued with a Permanent Residence Card?

The wording on the form is '' You do not need to complete this section if you already have a valid registration certificate, residence card or permanent residence document''

If this is correct, it still means that anyone with an expired document needs to provide the information again - that is if they are sticking strictly to the rules

They do not expire! as long as you show proof of living with your spouse in the UK

No worries. It is just for more information for other readers of this forum. I had a quick glance through it this morning (details taken 31st March, sent out by Royal Mail 2nd Class on 23rd April and received on 26th April), but by the time I got home my wife had already filled it in and sent it off

She said she filled that section in, but it is probably because her EEA2 had already expired.

Apologies - to be correct - the 'valid to' date had passed. And in the form they make reference to 'valid' documents.

No. As far as I can remember, it directs you to the website for information on processing times. I think the last time I looked it said 5 to 9 days for straightforward applications. But it also says it may take longer for paper applications.

Correct. I have received my form on 27th and I am applying for settled status. Basically they are asking for marriage certificate, British citizen’s passport and evidence of 5 year residence for both British citizen and family member.
They state you can skip those COL sections if you have a valid residence document/permanent residence card (they still say you may be contacted if further information or evidence is needed)
I have also confirmed this by calling resolution center

This is a sign that these Scheme is still loose on various ends, and they still gavent got their acts together as yet. Those who have submitted the application form, can you confirm which address you posted it to?
Page 59 of the form says to post application forms to - EU SETTLEMENTSCHEME, P O BOX 2075, Liverpool L69 3PG.
However, the accompanying cover letter says to post application forms to - Home Office, PO Box 2076, Liverpool L69 3YG. Which is which?
Have anyone sent off their application form and confirmed it was successfully received? Please let us know which of the addresses you sent it to.
Cheers.

I think that may be because it is a postbox address.
I will ring the resolution centre tomorrow to get correct address. But given each person you talk to will give you conflicting info, not sure whatever info they provide will make any difference.

At the top of the cover letter it says "EU Resolution Centre, PO BOX 2076, Liverpool, L69 3YG". Inside the application form, it says "EU Settlement Scheme, PO BOX 2075, Liverpool, L69 3PG".
I sent it to PO BOX 2075. It should arrive tomorrow.
