Hello,

I am married to a French citizen who is officially resident of Spain. Am I eligible for a spanish residence permit for foreigners and how do I apply for it?

Also, I am a Filipino citizen. Will the residence permit count towards my two year continuous residency requirement to acquire the Spanish citizenship by virtue of being Filipino with a Spanish residence permit that was acquired through marriage to an EU citizen?

Not for a permit but rather for a residence card provided the French national exercises treaty rights. Searching on the internet that would be a so called 'Tarjeta de Residencia de Familiar de Cuidadano de la Union'.

The residence card is called: "TARJETA DE RESIDENCIA DE FAMILIAR COMUNITARIO" so you almost got it right :P

And to the OP: You can't use the Spanish national immigration rule that favours South Americans and Filipin nationals offering them Spanish nationality after two years of residence in Spain as you do not have a Residence card under Spanish immigration rules but under EU law.

Spanish law:
En el caso de las personas que hayan obtenido asilo o refugio será suficiente el transcurso de 5 años y se exigirán 2 años en el caso de nacionales de países Iberoamericanos, Andorra, Filipinas, Guinea Ecuatorial, Portugal o los sefardíes.

If that is the case, the how can I take advantage of the benefit of being a filipino while in Spain, and acquire residence permit that will make the Spanish immigration rules applicable to me?
