ISD sent me the email confirming my renewal at the start of September and told me that my IRP will be delivered within 2 weeks. It's been more than a month and the card still isn't here. It unlikely they will give a tracking number. All what they will tell you is they will reprint the card incase it doesn't arrive. They won't entertain OP at the immigration office expecially the Dublin Immigration office. The personal at the help desk has no idea about IRP printing.
You can also try to email this
They might sometimes - there was a post about someone being able to speak to a visa officer. In past when renewals were done direct in Dublin your option was possible now it's very unlikely.
If OP is not getting anywhere with emails. He should try registered post or call them.
