It will be a tough one if you plan to marry in Ireland and apply for EUTR. If you want to marry for the sole purpose for him to use the EU freemovement rights, it is a bad idea to marry in Ireland. You can marry in any other country, apostile your marraige cert then "3 months" later you come back to Ireland. He doesn't need a visa for entry. He can use his visa waiver and apply for residency in Ireland. You just have to inform the immigration at the airport you are coming to stay.
