Living abroad, bringing foreign partner to the US

Hi,

I hope all are well. Me and my partner (spouse) currently live in Ireland. I'm a US citizen. We don't have any intention of moving to the US for at least the next year or two, but I am wondering if I can get the ball rolling in regards to their immigration permission in the meantime? I read online about filing a certain form and then waiting (up to a year?) for it to process.

I am confused on whether I can start the process before we move, from outside of the country, so that when we decide to move the green card, working permission, etc. are all set up.

Apologies, I know nearly nothing about how immigration to the US works.

It's trickier, but not impossible, and yes it could take up to 2 years.
