I have a Tier 2 ICT long term dependent visa (came to UK in Oct 2011), can i switch from Tier 2 ICT dependent to Tier 4 general within UK?

Assume if everything works and my husband get his Tier 2 General. How long will he be allowed to stay in the UK (maximum)? Can we apply for ILR after 5 years?
