How long did everyone have to wait for in the end?
I applied for my wife's second FLR(M) on 13/02/2017, they received it a day later and payment was taken on 20/02/2017, since they I haven't received anything. No confirmation letter and it's been over 3 weeks now.

my wife is in a similar situation, we applied in May and received a letter in June about TOEIC not being accepted. She just recently sat another english test but results won't be available before September.

I'm still waiting for my wife's spouse visa, it was put on hold because of TOEIC.

When I submitted my wife's spouse visa I only supplied 6 months pay slips, 6 months bank statements and employment contract which stated everything they needed (my name, when I start work, my annual salary, type of employment) This was enough when we applied for a fiance visa. Does anyone who have had their applications put on hold because of the TOEIC situation have any updates on their situation?
I believe that the decision was that applications submitted before 1 July with TOEIC or TOEFL will still be considered.

did you contact UKBA about why it was refused?

I've looked at the list of approved providers. For city and guilds it seems quite confusing on what they want you to submit.

Did you send
an IESOL diploma
or
IESOL and ISESOL certificate with notification of results?

Are you missing the results notification?

I'm not sure what else to suggest, if they refused the visa on english language but she has passed level B1, you can try to contact them to find out why, and then appeal.
