Note that the NCS service costs varies wildly from council to council. If you're in London there are so many councils you can shop around - fees can vary from £50 (Hammersmith) to £80+ (Essex/Kensington). And they seem to go up every few months, too.

The guidance states that the photograph must be pasted to the form - but must this be glue or will a loop of sticky-tape suffice?
