A BC application will normally be refused if the date of the Court conviction was within the last 3 years whether you were served with a driving ban or given 6 points on your licence. You cannot apply in person premium service if they are not in the UK. Premium service is for applications WITHIN the UK. If they are not in the UK, you cannot apply using FLR(M). This form is ONLY for applications made in the UK. They have to apply on VAF4A and Appendix 2 if they are outside the UK.
