Rights for a UK Citizen Raised Abroad

Hi,
My wife and son are UK Citizens. They both have never lived in UK. My son is 12 years old.
We would like our son to go to high school in UK. However, we don't have what his rights are. Where can we find detailed information about UK citizens raised abroad?
