Can I travel to Isle of white with ICT Tier 2 visa?

I read somewhere that I can't travel to Ireland. Similarly can I travel to Isle of white with my UK Tier 2 visa?

I've been in Tier 2 ICT Long term for about 4.5 years. Can I apply for ILR after 5 year completion. My first visit to the UK was on March 2013 and I have ever been in the UK with a little break to my home country (India), but the break has never been over 3 months.
