Tier 2 ICT(Short Term) to Tier 2 General

Hello,

I'm currently holding Tier 2 ICT (Short Term) visa until Jan 2018 and I'm in UK at present. If I apply for Tier 2 General Visa, does cooling off is mandatory for me?
