Yes, I have tried to pay directly at IHS site without giving my reference, and I am asked to pay either for 3 years

I have also read the rule 319.D.A.ii, which states that a visa will be granted for 3 years :roll:

I tried contacting a few councils that offer NCS here's my experience. Fortunately I live in Birmingham and work in Leeds so had a few options. 1. Birmingham (probably the worst managed.
