Thanks for your input.
You are right in saying that salary saved us.
It’s the handiwork of a new HR official. I am going to ask the HR to email HO and get a written clarity on the situation. I am not comfortable to apply with this COS.

Thanks for your advice. While researching more on this topic, I came across a few HO guidelines. I figured out that at the stage of RCOS assignment by HR, around 18 columns are already prefilled by UKVI. This is on the basis of information submitted during RCOS application to UKVI. Unfortunately, COS for training posts have been rejected in January 2018 for February start. HEE team is not as helpful as the Trust HR team. In the end, its luck even after working hard to secure a training post.
