Well I got a very useful reply from Brent council now, they confirmed they don't have my certificate yet and said that the HO has been very intermittent in sending certificates to them. They've tried to get more information from them regarding timelines, but haven't received any response either.

IHS payment is part of the online process correct. Form SU07 is NOT required for a spouse visa. SA ID book is irrelevant to a UK visa application. It is only applicable in SA for SA stuff.
