ILR eligibility after switching from Tier 2(General) to Exempt Vignette

What is the procedure to switch from a Tier 2 General Visa to an Exempt Vignette? Can this be done by staying within the UK? What happens when my Tier 2 General Visa gets converted to an Exempt Vignette after 3 years? Would I still be eligible to apply for ILR after 5 years of continuous residence?
