Tier 2 Gen change of employer - start without BRP

Hi all
Does anyone know if I can work for a new employer without a BRP after my COE app has been approved? Guidance seems to suggest that mere approval is enough, but there can't be a statutory excuse without the BRP, and mine has been delayed in transit.
