Can I apply for priority service (5 days) if I am applying 28 days before I complete 5 years in UK under Tier visa?

As an employee, do I need to inform of change of employer in case of TUPE transfer? or is this internally handled by Home Office. I am aware my employer has applied for a license within 20 days of transfer.
