Here is my update so far... I called home office a second time and asked them for a reason for asking the NARIC letter. so I assume I don't have to send the English Language Assessment because thats a separate service and takes 10-15 working days.

I have more updates on this. I called home office today and told them them that my degree is already recognised on the points based calculator and that I get 30 points for degree and 10 points for English language . I have sucessfully claimed points in the past using the same degree for my Tier 1 ...

Yes, I get 30 points for Bachelor degree and 10 points for english.

I am planning to apply in Jan 2013. The new guidance states that
Absences in excess of 180 days in any 12 month period for employment or economic activity reasons are not considered exceptional.
Does this mean I am not eligible for ILR now?
