A4 is not company letterhead. As the payslips are generated by software, these comes with the company logo on top. As far as line manager is concerned, they wont attest it (not for HSMP) also the first thing they will ask is get it done from HR and if i say HR is not doing that citing company ...

E-payslips which can be printed on paper with the company logo on it.
These can be printed on simple A4 prinout and even if i take a colour print the logo will appear in colour.

Can email from HR will be considered as a proof or a reason. The mails from employer containg soft copy of salary slips ... but not sure if case worker will give it a look at all.
