Yes if you already have a higher or equivalent degree then the university may charge you international fees and you may not be entitled to funding from student finance England. Universities do not receive funding for a students fees if they have an equivalent or higher qualification. I am not sure ...

I am in similar situation now as you were. Can you please provide me information on what you did to inform home office about the surname change? Did you just sent them the circumstance change form with the photocopy of marriage certificate and new passport?
