exactly similar situation has happened with me
i am british and wife visa for netherlands rejected, i have lodged objection received by IND on 14 feb but yet no reply Solvit is just another moron help who cant even bother to reply

thats ok, just now received my biometric card.

is it normal to get passport and supporting documents first ? shall I assume that my application has been accepted and if yes, how long does it takes to receive the biometric card?
