Do we have to apply through visa4uk website for a UK standard Visitor visa for my parents?

Standard Visitor Visa before the current one expires

Hi,

Can we apply for a Standard Visitor Visa for my brother who visited Uk 4 months ago for 2 weeks and his visa expires end of March. And we want to find out when is the earliest he can apply again for a visitor visa?

Is it after the current one expires? or can he apply right now?
