The form is asking about a number from 'certificate of registration'

is this the 'certificate number' or 'reference number'

My child has been given British citizen registration certificate ( based on MN1 application). Now I want to apply for child's British passport, can you please tell me if one-week-fast-track service can be used in this case, has anyone used this service?

should parents debts etc be shown on mn1 form or is it for children only.

this is related to possible council tax payment issue ( gone to court ), also parking ticket issues.
