HR are pulling the wool over your eyes. If they are A-rated Tier 2 sponsors they can request an increase in their current allocation of CoSs from (presumably) zero to 1. This has nothing to do with the fact that they are also Tier 4 sponsors. Since your visa is expiring shortly urgent treatment ...
