So to apply for citizenship, should i count the 1.5 without legal residence?

My Eufam 4 will expire on February 2014, but my Gnib Card will expire on October 2013. when should i apply for Eu3, 6 months before the expiry of gnib card or 6 months before the expire of Eufam?
