On the positive note, one of my friends has received visa after 6 weeks facing a similar HO withdrawal.

seems a bit long for a withdrawn one than I was thinking. Did you try writing to your case worker at all or any other attempts?

There may be personal circumstances with this guy to withdraw. But please don't make this a trend, HO will get overwhelmed and will action further delays to make people thinking of giving up and go back...

Does anyone know that when a withdrawal took place have they refunded the appeal fee?

Probably you get decision in 2 to 3 weeks time. But you can not travel on that decision only (if your appeal is allowed) unless you get your visa. After winning appeal UKBA takes weeks or months in issuing a visa. I won my appeal in the first week of November and there is no news till today. Hi ...
