Hi,
I wanted to find out if Health and Care visa holder can switch to a Skilled Worker visa (if they get a sponsoring employer)?

I believe that a Health and Care visa is a sub category of a Skilled Worker visa and those on this visa will have “Skilled Worker” endorsed on the BRP card.
You can switch in country as a ‘change of employment’ application should you be issued with a CoS from your new sponsor.

Assuming you are already on a health & care visa now the new rules have no impact on you.

Dependents who came on health and Care visa. They are in UK and did not pay NHS charges. Do they need to pay it now if visa is switched?

Yes, IHS is payable.
