SWV-applying with an expired passport

I have a friend who plans to change jobs and apply for a new SW visa, but her passport expired last November 2022. She applied for a new one in October and waiting ever since, it is not sure when the new passport will arrive. I wanted to know if someone can apply for a skilled worker visa with an expired passport?

The requirements for the route say:
a valid passport or other document that shows your identity and nationality
The helpline said she might be able to apply by modifying the passport expiring date on the form and then include a cover letter explaining the situation, but the operator was still doubtful.

The rules only require that your friend should have a passport or other travel document which satisfactorily establishes her identity and nationality. A recently expired passport will serve this purpose and she should submit a cover letter with her application explaining the circumstances.

Ignore the advice from the "helpline".

This was also my initial understanding of the 'validity' of the passport, but I guess others can have a different view.

Re the HO helpline, it's interesting that I received a mixed feedback this morning (the previous call was made by my friend). The person kept me waiting on the line for some 10-15 min while she was asking a manager about this, after which she changed her initial response.

You can not rely so much on what you hear from the unhelpful helpline.

Yeah, there has been a lot of discussion out here on the forum about the advice given by this people.

Anyway, starting that nobody should be in this position due to the incompetence of our government on providing a passport when it is required.

If it helps I applied in the past for an extension with one of my children cancelled passport. I did mention in the cover letter that we have applied and are awaiting for new passport.
We got the visa before the passport.

She might need to apply this way, her current leave will expire next month.
