Switch FLRO to study visa

I need a help.
I’m international student.
My visa expired in October but before expired I made new application (FLRO) for short term visa because I want to apply in second master.
I received offer letter but now university refused to issued me CAS letter because they won’t issued CAS letter on pending application and they said I have to wait for decisions of my FLRO application.
They need valid status to issue me CAS letter.
Can someone please help me what should I do next ?

This does not make sense. FLR(O) applications were withdrawn 5 years ago. They were replaced with two different types of application for specific circumstances, none of which you appear to meet.

If you made one of those applications anyway, it seems a strange choice with little hope of success. It also leaves you unable to apply in the UK for further Student permission because while it extends your Student visa and all its conditions, the study conditions only allow you to study the course and institution it was issued for.

The university is correct. They could not enrol you unless your application (which, as above, cannot have been FLRO) is successful. This seems highly unlikely.

If you intend to study, you will need to do what you should have done all along: go home to wait for the CAS and make a new Student visa application there.

However, another issue with having made this current application is that it will undermine your credibility in any future Student visa application. The entry clearance officer may well look at the current application and assume you are not a credible student, and you just want to be in the UK.

Unless you are planning to withdraw the current application and go home, I would recommend professional immigration advice on all the above matters.

Oh sorry I applied for FLR(HRO) and reason are new master and second dose of covid vaccine.

If someone told you that either of those are valid grounds to extend your stay outside the immigration rules, or that having made such an application you could then apply for a Student visa, you were badly advised.

As I said, it seems like the only way to pick up the pieces is to withdraw the application and return home to make a new Student visa application, hoping that you won't be penalised under the credibility requirement.
