The mentioned embassy is responsible to give only a short-term Schengen visa to enter Germany for 90 days, but my husband is in the visa exempt category due to the fact he has a Stamp 4EUFAM. Is that correct? I will appreciate it if someone can help me.

If you read the first link it will explain the legal position & your rights.
Suggest relax, smile, show a printout of the Directive if you have to - & stick to the rights.
