EU1 Visa Requirements

Hi,I moved to Ireland in January 2016. I arranged PRTB letter, Partners PPS number, Proof of address, Marriage Certificate. My partner is still looking for a job (not claiming any social welfare benefits). My question is that can I apply for EU1 visa at the moment? Or what if my partner cant get a job within 3months or so?? My partner is British National. We are in relationship from 2011 and got married in June 2015. I have all the proofs that we were staying together in Uk.
